This depends on the terms of your employment contract. 

An employment contract is no different to any other contract in that employers cannot unilaterally impose significant changes to the terms of your contract without your consent (unless the terms of your contract permit your employer to do so).

If your contract provides that your ordinary hours are fixed and does not permit your employer to change your hours or your roster, then your employer cannot unilaterally change your hours without your agreement.

If your contract provides that your employer may change your hours or your roster, then your employer may be able to change your roster. 

The NTCER contemplates that rostering will occur but your contract terms will dictate whether and how roster changes may operate.

If your employer is changing your roster to avoid an obligation to pay you for the public holiday, this may amount to a contravention of the Fair Work Act and you should seek advice about this. 

GPRA recommends that all items negotiated and agreed on in relation to your remuneration, working conditions and other terms and conditions (including rostering details) are documented in your employment agreement prior to commencing your training term.
