As per the NTCER, educational release forms part of a registrar’s ordinary hours of work and should be paid at a registrar’s base rate of pay.

Where a registrar works part time but undertakes a full-time educational load, then practices are only required to pay registrars for a portion of educational release hours. Per clause 9.2(e) of the NTCER, practices are not obligated to pay registrars to attend, or accommodate their attendance of, more than the number of hours of out-of-practice education that corresponds with their agreed FTE fraction. 

For example, a registrar undertaking a full-time educational load who works 0.5FTE would only be entitled to be paid for 50% of their mandated education hours.
