No – each cycle is independent.  

Schedule A of the NTCER provides that, for the purpose of percentage calculations, the percentages are applied to the calendar period of the agreed cycle (which must be at least monthly).

If your billing percentage exceeds the base rate of pay in the agreed cycle, then the practice is required to pay you the applicable billing percentage – your billings in previous cycles are not relevant to the calculation in a subsequent cycle.
